is it legal in PA to hunt deer over bait or the Buck Bomb essence

not over bait but the Buck Bomb is ok as long as its hangin in a tree, i think. dont quote me on the buck bomb though

In southeast PA we can hunt over bait. Just in Delaware and Philadelphia Counties.

Even if it is legal to bait deer it is a bad idea from a herd health stand point. The chances of spreading diseases goes up as the amount of time spent in close proximity increases. When you have a concentrated feeding point all the deer in the area concregate at the feeder. Those animals that are sick spread disease to those that aren't. In the case of chronic wasting disease we're pretty sure it is spread by a prion (weird self replicating pieces of protein) through one of the following ways: either eating contaminated food such as fecal contaminated grass, muzzle to muzzle contact, or through eating infected velvet shed from diseased bucks. Maybe one or all of the above, the point is that feeders concentrate the animals and increase the likely-hood of the above scenarios to unfold in a terrible way.

The only time baiting makes sense is where you have a large population of deer that you are getting ready to eliminate; in this case the animals are going to be killed so spread of disease is not an issue.
