We have a winner!! It is a fire extinguisher Once removed from the wall, there is a release valve on the bottom which will cause water to shoot up like a fire hose once it has been popped.

Have to admit I have never seen one like this.

These were very common around railroad buildings for dipping water and firefighting. Being made in this shape instead of pail shaped kept them from being stolen for other uses.
